‘An exciting opportunity has arisen for an enthusiastic and experienced Capital Projects Manager to join the Estates & Capital Development team at Abingdon and Witney College on a fixed term contract until December 20225. Reporting to the Head of Estates & Capital Development, you will lead the effective management of college capital projects, working imaginatively and responsively with the college managers, staff, students and design teams, to ensure that high quality schemes are identified and developed to meet the needs of the college in accordance with approved budgets, timescales and the college’s policies and priorities.


Ideally you will have:

Experience in leading and managing the client briefing process, accurately identifying the end user’s requirements, outlining the scope and aspirations of the project, making sure that both the end users and the College know what is expected of them and what the end result should look like.

Experience in appointing and managing multi-disciplinary design teams and coordinating the design process including gateway reviews within an authorised budget

Experience in procuring main contractors using JCT, NEC3 etc. forms of contract and project managing large schemes in an education environment

Experience in dealing with external agencies such as planners, building control, the Environment Agency etc., to gain statutory approvals

Experience in specifying and procuring furniture, fittings, and equipment (FFE)

Experience managing project risks, value engineering, change control and producing routine project progress reports

Experience in developing and delivering minor projects programmes

Experience in working as a client-side project manager, providing an interface between the project teams and the College, taking a strategic view focussed on ensuring each project delivers the expected outcomes and benefits to the organisation and stakeholders

You will be accountable for Estates project construction and implementation of delegated schemes within the College’ capital development programme to improve the environment for students and staff.



To work as a specialist professional as part of the Estates Capital team

To provide expert specialist and professional construction and estates projects advice to other Estates staff, senior management team, college leadership team, and external agencies

To independently manage a portfolio of a wide range of complicated delegated projects from inception to completion, including project management, design, contract administration, site supervision and commissioning

To be responsible for producing and implementing capital projects management processes and procedures for the effective delivery of major and minor capital programmes

To deputise for the Head of Estates & Capital Development as and when required

To ensure that the College discharges its duties under the CMD Regulations (2015) and liaise with the Occupational Safety and Health department regarding the safe delivery of building project on live campuses

You will be a highly motivated and organised individual, able to develop effective relationships with a wide range of stakeholders, and have a strong commitment to providing a high-quality service. An ability to balance competing priorities and work under pressure whilst maintaining a positive and flexible approach to your duties is essential.

You will ideally have a degree in a Construction Management discipline (or equivalent) and relevant experience. Membership of a professional body and a project management qualification such as PRINCE2 is also desirable. A background in further education will be advantageous. You should have excellent communication skills, both verbal and written and be computer literate, possessing basic computer skills in MS Office including Outlook, Word, and Excel. You will also be proficient (or willing to learn) in the use of AutoCAD and MS Project.’
